Human Services Program Consultant I Specific Responsibilities: The incumbent is part of a global public health organization and is expected to support the Florida Department of Health in Pinellas County in its mission to protect, promote and improve the health of all people in Florida through integrated state, county and community efforts and its vision to be the Healthiest State in the Nation. Furthermore, the incumbent is expected to incorporate the agency values of Innovation, Collaboration, Accountability, Responsiveness and Excellence in all aspects of their work. The incumbent serves as the Health Equity Specialist for the Tobacco Prevention & Control Program within the Clinical Services and Community Health Promotion Division. As such, the incumbent is expected to perform functions requiring independent judgment which include the following: + Design and implement a program that allows access to tobacco cessation for all residents. + Research current existing tobacco-related data in Pinellas County and the State of Florida. + Collect, analyze, and maintain data and information pertaining to tobacco and nicotine use in Pinellas County. + Train staff and Tobacco-Free Coalition on cultural competence regarding tobacco and nicotine use. + Conduct a community assessment of local policies and ordinances that affect exposure to secondhand smoke, tobacco industry influence and youth access to tobacco products in coordination with the County Tobacco Free Partnership. + Provide Technical Assistance to community organizations/partners in substance abuse and tobacco prevention and control policies. + Design media messages regarding inquiries on tobacco related topics. + Develops constructive and cooperative working relationships with local community leaders including business, education, health care, housing, and elected/appointed officials. + Oversee a Tobacco-Free Public Spaces polocy area to promtoe benefits of smokefree parks and beaches in Pinellas County. + Identify decision makers using formal and informal processes to influence tobacco prevention and control polices. + Plan and conduct outreach to specific communities to educate them about tobacco-related issues and engage them. + Develop and maintain positive relationship with a wide variety of community members and entities (schools, law enforcement, legislators, and social service agencies) that have an interest or need to improve cessation in Pinellas County. + Mobilize and train organizations that work with targeted populations and County Tobacco-Free Coalition about tobacco issues and educating decision makers to get policies implemented. + Plan policy initiatives working in collaboration with appropriate community groups and other organizations to implement policy change. + Represents the County Health Department and the Tobacco-Free Coalition of Pinellas County at various policy meetings, coalitions, task forces, and information exchange activities. + Promote the Florida Quitline and refer community members to tobacco cessation services offered at the local level. + Participate in quarterly Tobacco-Free Coalition of Pinellas County meetings. Attends mandatory DOH-Tobacco Program meetings. + Complete required reports by deadlines. Required Knowledge, Skills, and Abilities: This position requires thorough knowledge of the organization and administration of tobacco-related programs and services; ability to identify tobacco-related prevention and control services and needs; ability to develop local partnerships or to work with already existing partnerships; ability to work with youth and adults; knowledge of methods of compiling, organizing and analyzing data for the purpose of monitoring and evaluating; ability to organize and implement community health policies and programs; ability to advance cessation access in marginalized and underserved populations to improve population health outcomes; ability to compose written correspondence, policies and procedures and various reports; ability to plan, organize and coordinate work assignments; ability able to handle multiple tasks simultaneously; ability to work independently, be self-motivated and self-directed; ability to establish and maintain effective working relationships with others; ability to adjust actions in relation to others' actions; ability to speak in front of groups and make effective presentations ability to communicate effectively with others both orally and in writing to effectively convey information; knowledge of how to find information and identify essential information; ability to apply rules, regulations policies and procedures; skill in operating a personal computer utilizing word processing, data processing and graphic programs. Previous experience with data collection, strategic planning, and community organizations. Qualifications: Minimum: + THIS IS A TOBACCO FREE POSITION. Smoking and use of other tobacco products causes serious health conditions. The Pinellas County Health Department promotes non-smoking and abstinence from all tobacco products. We routinely counsel our clients not to start smoking or to quit smoking. This position specifically requires that you abstain from the use of tobacco and tobacco products in any form and that you agree to support and promote the Pinellas County Health Departments position against tobacco use. + The incumbent must holds a Bachelors Degree or higher from an accredited institution. + The use of personal transportation is needed to conduct activities of the position; therefore, reliable transportation with appropriate auto insurance and a valid Florida Drivers License is required. Preferred + Preferred that the incumbent has a degree in public health, health education, health sciences, psychology or sociology. + Preferred that incumbent has experience working with data, substance abuse and/or strategic planning.
