Job Description
Highly responsible professional and technical position involved in
managing the day-to-day operational activities of the Department
and overseeing the logistical activities of the Fire Rescue
Department. - With emphasis on employee relations and teamwork,
duties are performed in accordance with applicable laws, existing
Department and City policies, procedures, and practices, and in
accordance with the Collective Bargaining Agreement. - The position
maintains considerable latitude in decision making, initiative, and
leadership and the person in this position is solely accountable
for the fulfillment of all duties and authority commensurate with
assigned responsibilities. - During occasions of local emergencies,
this position shall be required to perform emergency tasks which
may result in extended work hours as well as extended periods of
time away from family members. - The position is required to carry
a means of two-way communications both on and off duty.
Pay Range: $73,943.32 - $110,914.98/Annually
Position is open until filled.
MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES):
Minimum Bachelor Degree from a nationally or regionally accredited
college or university as recognized by the Council for Higher
Education Accreditation and the U.S. Department of Education with a
minimum of three (3) years of experience as a sworn District Chief,
or command level equivalent, or higher. - Non-user of tobacco,
tobacco products, or nicotine products, both on and off the job, at
time of employment and maintain the same status throughout the term
of employment. Considerable knowledge and background in Incident
Command practices and knowledge of modern data processing
equipment, audio and visual equipment. - -Extensive knowledge of
fire suppression and prevention methods, procedures, and
techniques. - Ability to establish and maintain effective working
relationships with all employees within the Department. - Ability
to communicate clearly and concisely, both orally and in writing. -
- Ability to organize and direct firefighting and emergency medical
services of broad scope and complexity. - Ability to effectively
and efficiently plan, assign, supervise, evaluate, and direct
assigned personnel to maximize the efficiency and effectiveness of
the delivery of services by the Department and to promote team
unity. - -Ability to pass an annual physical examination, including
a physical fitness exam. - Ability to use considerable independent
judgment and discretion in routine and non-routine situations which
may occur. - - Ability to apply analytical skills for all related
activities and interpret data for making effective decisions,
recommendations, and reports. - Ability to use a variety of
electronic devices such as computers, tablets, and digital
devices.
LICENSES, CERTIFICATIONS, OR REGISTRATIONS
Possess and maintain State of Florida Firefighter Minimum Standards
Compliance Certificate. - Possess and maintain minimum Florida EMT
Certification and Medical Control with Pinellas County. - - Possess
and maintain minimum Florida Class E Driver's License. -
Certification as Fire Officer III and Fire Instructor II, or
higher, through the Florida Bureau of Fire Standards required
within one (1) year of appointment.
ESSENTIAL PHYSICAL SKILLS
This position requires frequent repetitive motion, including fine
manipulations, grasping, reaching and lifting objects weighing 25
pounds or less. - Occasionally this position requires
bending/stooping, pulling, pushing and heavy lifting and/or
carrying of objects weighing over 50 pounds. - The employee is
required to stand, walk, sit or reach with hands and arms, climb or
balance, stoop, kneel, crouch, crawl, jog, or run. - Specific
vision abilities required by this job include close vision,
distance vision, color vision, peripheral vision, depth perception,
and the ability to adjust focus.
The employee must have the ability to: safely wear and work in all
assigned personal protective equipment, including a Self-Contained
Breathing Apparatus (SCBA) without medical or physical
restrictions; stamina to perform administrative functions and to
meet physical and mental demands during an extended emergency.
