Quality Assurance Associate (Emergency Medical Services)

Classification Title: Quality Assurance Associate, E18

Location: 12490 Ulmerton Rd., Largo, FL 33774

Schedule: Monday - Friday, 8:00 AM - 5:00 PM

This position works in the EMS & Fire Administration Division, under the Department of Safety & Emergency Services and coordinates with EMS, Fire, Ambulance, and 9-1-1. Performs professional quality assurance review of the County provided emergency medical and fire response system.

Works closely with the SES Quality Improvement Coordinator and with various internal and external organizations and officials to review emergency medical services when provided to patients in Pinellas County, and ensures first responders are compliant with protocols, established by the Office of the Medical Director.

This position will review past and present practices or tasks against current protocols and best practices related to the delivery of emergency medical services. Employees in this position are expected to identify and make recommendations to resolve potential compliance issues.

Monitors effectiveness of the quality assurance program and compliance with performance metrics, develops improvements in areas of responsibility that positively impact ambulance response and ALS/BLS performance, evaluates industry best practices and implements where appropriate in cooperation with operations, directs programs, administers activities, develops and maintains relationships and partnerships, interacts with the public, ambulance contractor, fire rescue agencies, paramedics, and other organizations.

What Would You Do?

  • Demonstrates proficiency in quality assurance, incident management, project management, document management.
  • Demonstrates proficiency in job knowledge, quality, dependability, judgment, communications and initiative, with demonstrated proficiency in meeting EMS system specifications or practices and protocols associated with any applicable discipline that utilizes Quality Assurance methodologies.
  • Manages Quality Assurance Program for EMS & Fire Administration Division
  • Develops long range planning for programs and activities within scope of responsibility
  • Works with individual employees and agencies to improve performance
  • Manages complaint investigation process for the division
  • Compiles data to measure performance
  • Develops and maintains regular performance reporting methodologies
  • Communicates effectively, both verbally and in writing, to peers, management and customers at various levels of the organization
  • Prepares and delivers presentations to various audiences using clear, concise and effective communication
  • Interacts with members of partner agencies to resolve issues and address complaints
  • Interacts with the public to address concerns and resolve complaints
  • Performs other job duties as assigned What Do You Need To Have?
    • Five (5) years of technical and professional experience in EMS systems or any other applicable industry that utilizes Quality Assurance methodologies and in the assigned subject matter tasks that include customer service experience or training; or
    • An Associate's degree in Emergency Services or related field or any other applicable industry that utilizes Quality Assurance methodologies and three (3) years of experience as described above; or
    • A Bachelor's degree in Emergency Services or related field or any other applicable industry that utilizes Quality Assurance methodologies and one (1) year of experience as described above;
    • An equivalent combination of education, training, and/or experience.
    • Candidate to demonstrate competence and/or possess certifications as EMT or Paramedic is preferred.
    • Acquire and maintain CJIS Certification.
    • Other highly desirable knowledge, skills, abilities, and credentials relevant to a position.
    • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations. Knowledge, Skills, and Abilities
      • Knowledge of automated office equipment, practices, and procedures
      • Knowledge of emergency medical services and fire operations
      • Knowledge of Health Insurance Portability and Accountability Act (HIPAA) and the rules and regulations pertinent to area of assignment
      • Knowledge of quality improvement principles
      • Skill in application of quality customer service
      • Ability to maintain clear, concise, and accurate logs and records
      • Ability to work independently on complex tasks and deal with non-routine matters
      • Ability to effectively enforce appropriate policy and rules with tact and courtesy
      • Ability to think clearly and react effectively in an emergency
      • Skill in operation of automated office equipment
