The Capital Planning Governance team within Citi Treasury is responsible for all aspects of capital analysis, forecasting, and planning for Citi, including the firm's capital ratios; Risk Weighted Assets (RWA); CCAR; and Recovery & Resolution Planning. The organization spans the full capital planning continuum, with the Head of Capital Planning reporting to the Citi Treasurer.The Capital Planning team has created a dedicated governance function, headed by a Director, that articulates how and why Citi can take confidence in the outputs of its capital planning processes. This is an essential function to maintain the requisite level of transparency and accountability throughout the end-to-end capital planning processes, which over time must be harmonized between all points of the stress continuum, from BAU (including spot RWA) to stress (CCAR) to severe stress (Recovery), to the ultimate resolution of the firm. The Capital Planning Governance function is responsible for two key aspects of capital planning: 1) understanding, contextualizing, aggregating, synthesizing and reporting the key business Assumptions, material model Limitations and Weaknesses (collectively, ALWs) across Citi's capital planning processes, with a specific and immediate focus on QMMF and CCAR; and 2) ensuring sufficient quality assurance and other compensating controls are in place to effectively mitigate the impact of any such key Limitations and Weaknesses. This role will support the Head of Models, DTs and EUCs to oversee and govern the inventory of Models, Deterministic Tools and EUCs across the full capital planning continuum through extensive partnering with stakeholders to monitor, report, present and escalate (if needed) on key control metrics and provide analytical insight at senior governance forums. This is a highly critical role that will provide exposure to a number of senior stakeholders throughout the firm and will partner extensively with the Model Risk Management (MRM) team, colleagues across Finance; the Comprehensive Capital Analysis and Review (CCAR) and Recovery and Resolution Plan (RRP) workstreams; the Chief Data Governance Office (CDGO) teams; individual process and model owners; and front office business lines. Ability to work under pressure to meet tight deadlines and excellent interpersonal skills are required given the high level of interaction with senior managers, auditors and other stakeholders throughout the firm.In addition to monitoring, reporting, presenting and escalating of key control metrics and delivering insight on Models, Deterministic Tools and EUCs, this role will also perform detailed analysis to support the Model and EUC lead to "tell the story" on control gaps and implement process changes to enhance Capital Planning governance and oversight capabilities. The role, will also over time help drive the rationalization of the model inventory across business lines and geographies to best fit the universe of factors driving capital results as well as partner with the CDGO to support the execution and reduction of High Risk EUC reduction commitments. This role will require someone who can work on multiple projects and tasks simultaneously to support the Head of Models, DTs and EUC Governance and have the following key responsibilities: Reporting Structure and ResponsibilitiesThe Models, DTs and EUCs Process Lead will be responsible for:

  • Supporting the Head of Models, DTs and EUCs to monitor, report, present and escalate on key control metrics and provide analytical insight at senior governance forums within the firm.
    • Understanding the control framework, process flows and how respective systems (RegInsight, Model Risk Management System, EUC Portal, WDesk, etc.) operate to support Models, Deterministic Tools and EUC processes across the capital planning continuum.
      • Supporting the Head of Models, DTs and EUCs to "tell the story" as to how and why Citi can take confidence in its capital planning Models, Deterministic Tools and EUCs inventory by assessing control gaps and proactively driving necessary changes to enhance Citi's capital planning processes and satisfy evolving regulatory developments, including criticisms articulated in the recent Consent Orders.
        • Developing a strong working relationship with all key stakeholders (MRM, CDGO, colleagues across Finance, the CCAR and RRP workstreams individual process and model owners, and front office business lines) across the organization in support of their individual responsibilities and in support of continuous improvement to ensure effective governance and oversight over the inventory of Models, Deterministic Tools and EUCs.QualificationsExceptional communication skills, including well-developed verbal, written and presentation skills. Must be able to quickly create concise, informative executive summaries for internal and external stakeholders that convey a well-developed "story" and advocate for a well-reasoned point of view. Outstanding analytical skills including the ability to assess data and process flows and identify root causes to identified issues. Strong process engineering abilities to identify gaps in current processes and develop robust automation to streamline current workflow. Aptitude for translating strategy into execution in a complex and cross-functional organization. Strong attention to detail with proven ability to distil complex ideas into simple stories. Previous experience in Risk Management (particularly Model Risk Management), Treasury, Controllers, or quantitatively aligned business management functions is preferred. Strong audit instincts and ability to apply independent judgment to historical business practices, with a proven ability and willingness to challenge the status quo. A self-starter with ability to independently manage work and drive multiple deliverables concurrently. Ability to gain consensus and agreement across disparate functions, products and geographies. Must have ability to stay ahead in a constantly changing environment. Must be a change agent, ensuring others understand current direction. Minimum 7 years of proven experience in driving results with a strong understanding of the financial services industry. Advanced proficiency in Excel required and intermediate experience in PowerPoint is preferred. An undergraduate degree is required.
